Diplomatic-Pragmatic Korea and Northeast Asia

The de-escalation in tensions between Japan and South Korea in 2020 has refocused the attention on economic cooperation. Despite the fact that the dispute over travel restrictions has been rejected by the government, bilateral economic initiatives have been pushed forward or expanded.

It will also strengthen Seoul's relationship with the United States, which remains an essential partner in advancing the liberal democratic world order.

Seoul's complicated relationship with China - the country's largest trading partner - is a further issue. While the Yoon administration has made strides in establishing multilateral security structures, such as the Quad, it must balance these commitments with its need to preserve economic ties with Beijing.

Long-time observers of Korean politics have pointed to regionalism and ideology as the primary drivers of the political debate, younger people seem less inclined to this view. This new generation has an increasingly diverse worldview and its beliefs and worldview are evolving. This is reflected in the recent growth of K-pop, as well as the increasing global appeal of its cultural exports. It is too early to know if these trends will impact the future of South Korea's foreign policy. They are worth watching.

South Korea's diplomatic-pragmatic approach towards North Korea

These initiatives include the Korea-Pacific Islands Summit, and the Second Asia-Pacific Summit for Democracy.

These actions may appear to be small steps, but have allowed Seoul to build new partnerships to further promote its opinions on regional and global issues. The 2023 Summit for Democracy, for instance, highlighted the importance and necessity of a democratic reform and practice to address issues like corruption, digital transformation, and transparency. The summit announced $100 million in development cooperation projects to support democracy, including anti-corruption as well as the e-governance effort.

In addition, the Yoon government has been actively engaging with organizations and countries with similar values and priorities to support its vision of a global security network. These are countries and organizations that include the United States of America, Japan, China and the European Union. They also include ASEAN members and Pacific Island nations. Progressives have been criticized by some for these activities for being lacking in values and pragmatism. However, they can assist South Korea develop a more robust toolkit to deal with countries that are rogue, such as North Korea.

South Korea's trilateral partnership with Japan

In the midst of increasing global uncertainty and a fragile world economy, trilateral cooperation between South Korea, Japan, and China is an optimistic signpost for Northeast Asia. Although the three countries share a common security interest in the nuclear threat posed by North Korea, they also have a significant economic stake in establishing secure and safe supply chains and expanding trade opportunities. The resumption of their highest-level annual meeting is a clear indication that the three neighbors want to promote closer economic integration and co-operation.

The future of their relationship, however, will be tested by several factors. The most pressing one is the question of how to deal with the issue of human rights violations that have been committed by the Japanese and Korean militaries in their respective colonies. The three leaders agreed to work together to resolve these issues and create a joint procedure for preventing and reprimanding human rights abuses.

Another major issue is how to find a balance between the competing interests in East Asia, especially when it comes to maintaining international stability and addressing China's growing influence in the region. In the past the trilateral security cooperation has often been hindered by disputes over historical and territorial issues. Despite the recent signs of pragmatic stability, these disputes remain latent.

The summit was briefly tainted, for example, by North Korea's announcement to launch a satellite at the summit, as well as Japan's decision that was met with protests by Beijing to extend its military exercises with South Korea and the U.S.

It is possible to revive the trilateral relationship in the current circumstances however, it will require initiative and reciprocity from President Yoon and Premier Kishida. Additionally, Beijing is likely hoping to prevent security cooperation with the United States from undermining the importance of its trilateral military and economic relations with these East Asian allies. This is a deliberate move to counter the threat posed by U.S. protectionism and create an avenue to counter it with other powers.
