Buy a Driving License Without a Test in Germany

If you are a citizen of the EU or a country with a reciprocity agreement with Germany, you are able to exchange your driving license without taking any tests. You must however pass an exam in the real world before you are able to drive in Germany.

The first step is to register with the German driving school. You'll pay for both theory and practical lessons.

Theory test

If you plan to drive in Germany you must pass the test of theory. This is the first step in the process, and it will determine if you're able to understand traffic laws and safety rules.
