Diplomatic-Pragmatic Korea and Northeast Asia

The de-escalation of tensions between Japan and South Korea in 2020 has brought the focus back to economic cooperation. Despite the issue of travel restrictions has been rejected by the government and bilateral economic initiatives have continued or gotten more extensive.

South Korea will likely benefit from the current administration's focus on a pragmatic partnership with allies and partners that have similar values. This approach can help counter the advancing attacks on GPS on a values-based basis and open up the possibility for Seoul to be able to engage with non-democratic nations. It will also strengthen the relationship with the United States which remains an essential partner in advancing the liberal democratic world order.

These initiatives include the first Korea-Pacific Islands Summit as well as the second Asia-Pacific Summit for Democracy.

These efforts could appear to be small steps however they have enabled Seoul to make use of its new alliances to advance its views on global and regional issues. While the three countries share a common security interest in North Korea's nuclear threat they also share a strong economic interest in developing safe and secure supply chains and expanding trade opportunities. The three countries' return in their highest-level meeting each year is a clear indication that they want to push for more economic integration and cooperation.


However, the future of their partnership will be tested by a variety of issues. The issue of how to tackle the issue of human rights violations committed by the Japanese or Korean militaries within their respective colonies is the most pressing. The three leaders agreed they will work together to solve the issues and develop a joint system to prevent and punish abuses of human rights.

If they fail to act accordingly this time around, the current period of trilateral cooperation may only be only a brief respite from an otherwise rocky future. In the long run If the current trend continues the three countries will find themselves in conflict over their shared security interests. In this scenario, the only way for the trilateral partnership to last will be if each nation can overcome its own domestic barriers to peace and prosperity.

South Korea's trilateral cooperation with China China

The 9th China-Japan Korea-China Trilateral Summit wrapped up this week and saw the leaders of South Korea, Japan and China signing a variety of important and tangible outcomes. They include the Joint Declaration of the Summit as well as a statement on Future Pandemic Prevention, Preparedness and Response and a Joint Vision on Trilateral Intellectual Property Cooperation. These documents are notable for laying out ambitious goals that, in some cases are in opposition to Seoul and Tokyo's cooperation with the United States.

China is largely seeking to build support in Seoul and Tokyo against possible protectionist policies under the upcoming U.S. administration. This is reflected in China's emphasis on economic cooperation. Additionally, Beijing is likely hoping to stop security cooperation with the United States from undermining the importance of its trilateral military and economic relations with these East Asian allies. This is a deliberate move to counter the growing threat posed by U.S. protectionism and create an opportunity to combat it with other powers.
