Buy a Driving License Without a Test in Germany

If you are a citizen of the EU or a national from a country which has a reciprocity agreement with Germany you can exchange your driving licence without having to take any tests. You must however pass a practical test before you can drive in Germany.

The first step is registering with an German driving instructor. You will pay a fee for both practical and theory lessons.

Theory test

You must pass a test of theory in order to be able to drive in Germany. This is the initial step in the process and it will determine if you're competent in understanding traffic laws and safety rules. It will also show whether you are capable of recognizing potential dangers on the road. There are a variety of ways to prepare for the theory test including studying the official questions and taking practice tests online. You can also seek help from a driving instructor.
